Kommersant learned about the appearance of deputies for information policy in the ministries

According to the newspaper, the task of the deputy heads for information and political work will include building a system of internal communications and explaining the “signals” from the Kremlin

The Presidential Administration (AP) recommended to introduce in federal ministries, departments and state companies institute of deputy heads for information and political work. This is reported by the newspaper “Kommersant” with reference to three sources close to the AP.

According to one of them, the idea was born as a result of last year's Duma campaign: at one of the meetings, representatives of the Presidential Administration stated that “problems with loyalty to the current course of power” had been identified in a number of departments. It was also said then that it would be good for the state to return to the Soviet practice of forming a “single semantic and information field in departments,” notes the source of the newspaper.

Another source of “Kommersant” claims that the staff of the Presidential Administration spoke about the imminent appearance of deputy ministers for information and political work at a seminar for vice-governors on domestic policy, held from April 7 to 9 in the Senezh sanatorium near Moscow.

Describing the work of such specialists, the interlocutors of the publication used the terms “political officers”; and “personnel officers”, and as their key tasks they called feedback from the teams. At the same time, a source in the Presidential Administration noted that the work of such deputy ministers should not be limited to political information issues: they should build a system of internal communications for employees of departments in order to explain both the goals and objectives in their field, and the nationwide policy, including “signals” from the Kremlin.

In addition, according to Kommersant, the Presidential Administration wants such deputy ministers to be engaged in personnel work: they know about the mood in the teams, identify the causes of possible tension. One of the sources explained that there are special personnel techniques for this, which are regularly used in the field of HR.

Elections to the State Duma of the eighth convocation were held from 17 to 19 September. According to party lists, five parties entered the parliament: United Russia; (324 mandates), Communist Party of the Russian Federation (57 mandates), «Fair Russia— For the truth” (27), LDPR (21) and New People (thirteen). The voter turnout was 51.68%.

For the party in power, the result in the last elections worsened compared to 2016: then United Russia during the voting on federal lists, it won 54.2% (343 mandates) compared to 49.8% in the September elections.

In single-mandate districts, United Russia won in 198 of them (88%), candidates from the Communist Party became leaders in nine districts (4%), “Fair Russia”; won eight, LDPR & mdash; in two. Also Rodina, Growth Party and Civic Platform each won in one constituency.

According to the results of the elections, the Russian President said that the main tasks of the new State Duma will be the fight against poverty, improving the living conditions of people with low incomes, increasing the affordable level of healthcare and education, as well as continuation of changes in the structure of the economy “in favor of advanced high-tech industries”.
